Carbon never could have competed in the patrol car market anyway with Ford and Chrysler giving such huge fleet discounts. Specialized stuff like this has a better chance of being built.

Do we really need to let the police have vehicles like this? Maybe the Americans need it - the country seems to be full of criminals, with nearly one percent of the population currently incarcerated. They wouldn't be putting those people in jail if they weren't criminals, would they? Sorry for the sarcasm. American criminal law is in bad need of reform.
