The cop did his job as he was supposed to do it. He told the driver to stop multiple times the driver didn't regardless if his foot was in the way so it's called resisting arrest, it's a good thing he throwed him to the ground and taught the prick

American law enforcement is taught to obstruct the front wheel(s) to prevent a drive away. Also the officer clearly asked the driver to stop multiple times. After the driver disobeyed it was considered resist and the officer acted accordingly.

The cop purposely stuck out his leg to obstruct the cars path so someone with common sense and ISN'T a douche wouldnt drive forward. the officer made it quite obviously his leg was in the way, told him several times to stop, he knowingly proceeded.
