The cable goes away from the camera. The reason the semi went so slow was he couldn't tell if he was clearing the cable.

If u look on the ground you will see a white patch the cable is going to the ground in that spot if you look in the beginning of the video u will see it when the truck driving threw

Or something heavier than that car grabbed the lose cable I can't tell which direction the cable is going to or coming from because it never effected the car next to it or the other cars in the other lanes for that matter

The train cable had slack so I'm assuming as soon as the train came near to the location of the train it started to get tension thus pulling the car up like that
