Without context this video is incredibly confusing so don't watch it before reading about it. What happened was that a Lithuanian PR company called Vitalijus had the brilliant idea of bringing the newly facelifted Fiat 500 to an event (in Lithuania) via river, not road. Now instead of bringing the actual car on a boat the company bolted the body onto the hull of a boat. The idea being that it would look as if a car was floating down the river, with the boat itself small enough to be invisible under the body of the car. As you'd expect that's not what happened.
