The current owner is not actually the one who customized the van, but he did buy it from the original Trekkie owner. He fully acknowledges that the whole thing is completely bizarre, but loves it for its weirdness. The mural was done by Canadian artist G.S. Roy, who also did a mermaid-themed mural on a van belonging to the original owner's cousin, which is just another layer of hilarity.
