First off, there is nothing wrong with whatever device you're using to watch this video. It just doesn't have any sound. That's because it was shot from high above the actual chase. There are plenty of YouTubers who would feel compelled to dub in some horrible sound track, so let's all be thankful this user didn't. The footage itself is pretty self-explanatory, there's a guy on the run from the police doing some insane driving.

He changes cars a few times, as well as roads, presumably in an effort to throw the police off his scent. It really, really does not work.
